Fiori is a clear example that informality is not only unacceptable, but can also be deadly. That terminal should not exist, that bus should not have passed the technical review, that driver should not skip the basic rules of all interprovincial transport. Those people should not die.
The last weeks were marked by two diametrically opposed news. On one hand, a young mayor, George Forsyth, showing a decision and an unusual temper among the Peruvian municipal authorities, began a forceful process of recovery and formalization of the district of La Victoria. The area of Gamarra without street vendors, something that seemed an unattainable utopia, was suddenly within reach.
On the other hand, last Sunday the local newscasts echoed some chilling images: an interprovincial bus unfortunately burned down before the desperation of family and crew, who could do nothing, while 17 lives were lost in the most tragic way possible.
Both news have a common denominator: informality.
Informality has a cost that is not always obvious. It is almost impossible to quantify how much it impacts on country risk, or how it affects the possibilities of economic and social development. However, it is real that affects the quality of life, the spirit of citizenship, the collection of taxes, the welfare of all Peruvians, and, in general, the perception of our country in international markets.
It is not easy what Forsyth does, because he not only confronts the street vendors and the mafias, but in reality he is facing a society that has adopted informality as a way of life. We complain about the street vendors in Gamarra, but we are surprised when our itinerant "home" is not in the place of always selling our fruits.
The prospects of a Peru free of informality are more than encouraging. In a very interesting article, Alberto Arispe emphasizes the impact of reducing informality in a very clear way, pointing out that, if Forsyth succeeds and other mayors join in coordinated actions to eradicate informality, this will result in greater value for the metro square in the districts where there are currently more street vendors, clearly benefiting the neighbors. "This will motivate the development of real estate, the construction of new housing, and this sector is an important multiplier of the economy and generator of mass employment," he explains.
It also indicates that this would have a direct impact on the mood of the population, because "no one likes to live in chaos, or (even) the ambulant, if he knew that you can live better."
But this implies much deeper changes of the obvious. It implies that we stop consuming and acquiring products in informal businesses, that we stop supporting the law of the jungle that has dominated us for decades. It implies that we demand that the laws are complied with, that we pay what corresponds, that we value the effort of the entrepreneurs and formal businesses. Let us look beyond the immediate benefit (the informality that does not pay taxes), and aim for the lasting benefit of the future.
